		<title>Black Bull Live Music Nights</title>

		<description><![CDATA[Every Tuesday from 14th February we are encouraging musicians, singers, poets, story tellers to come along and perform. We'll be providing a sound system (courtesy of Colin Patterson) and subsidised drinks for performers.<br />
<br />
If you prefer acoustic or folk music nights we've set aside Thursday nights as your night. We are also looking to establish a folk club in Bedlington to help preserve the local distinctive folk music and also to encourage younger members of the community to get involved in this type of music. To perform at either night will be completely free to the performers. Also there will be no charge at any time to watch any of the acts. If a folk club is established it will not be necessary to join it to watch and listen to the music, but to be a member may involve a subscription in the future.<br />

This venue has a strict 18+ entry policy and we encourage you to drink responsibly. Soft drinks are available and for all drivers bringing 3 or more passengers to the venue we offer subsidised soft drinks from the post mix gun. Tea and coffee are also available. We support Bedlington pub watch and also professional standards of the British Institute of Innkeepers.]]></description>

		<description><![CDATA[Bedlington Heritage Fair taking place Saturday 10th September (10am-3:30pm) in Bedlington Market Place and other venues as advertised.<br />
 <br />
The Fair is being run as part of the Bedlington THI. It coincides with events and activity by St Cuthbert’s Church and Sustrans. There are activities / entertainment for all ages, ranging from heritage talks, walks, heritage skills demos, vintage bus tour, music and crafts.<div id='attach_wrap' class=''>

1.   Welcome and Introductions<br />
<br />
o	The Chair welcomed everyone to the meeting and added that he thought it was appropriate at this point to update those present what had happened since our last meeting with regards to the running of this Forum.  He went on to assure everyone that we still had the validity to continue and it would not reduce our standing with NCC or any other organisation.  Everyone then introduced themselves to the meeting.<br />

2.  Apologies<br />
<br />
o	Eight apologies were received.<br />
<br />
3.  Minutes of meeting held on Tuesday 29th March 2011<br />
<br />
o	These were confirmed as a true record by Val Tyler and George Webster.<br />
<br />
4.  Matters arising<br />
<br />
o	The Chair had been informed that there was a new planning application, for the Elliott Garage site which shall effectively double the number of Care Home beds which had previously been approved.  Concerns were raised by the members present to the impact this new development may have to the Town.<br />
<br />
o	Extension to the Conservation Area in Bedlington has now been adopted.  Some discussion took place between members concerning the effects this shall have on individual people who will be affected by this decision.<br />
  <br />
5.  Police Update<br />
 <br />
o	Total crime figures for Bedlington showed that there were 15 offences less than last year. <br />
<br />
o	Over the last 28 days period there has been 23 fewer offences (11% down).  <br />
<br />
o	Detection rate for all crime is 41.1%, slight reduction to last year. <br />
<br />
o	Youth ASB (Anti Social Behaviour) 26 fewer (32% down).  <br />
<br />
o	Non Youth ASB 22 fewer which is a decrease of 32% compared to last year’s figures.<br />
<br />
o	Dwelling Burglaries, 5 fewer than last year figures, (50% down), but 3 more over this same 28 day period.  <br />
<br />
o	Burglary Other Than Dwelling, 6 fewer than last year (60% down) but 5 fewer over the last 28 days period.<br />
<br />
o	Violence Against Person, 12 fewer than last year and 17 fewer over the last 28 days which is encouraging as this included the Bank Holiday and the holiday for the Royal wedding. <br />
<br />
o	Criminal Damage, 7 fewer for the same period as last year however there has been an increase in damage to motor vehicles which mostly relates to the Stakeford area.  <br />
<br />
o	Operation Mohawk is now in place to tackle this emerging crime.<br />
<br />
6.  Leading Link (St Benet Biscop)<br />
<br />
o	Lyn Horton and Natalie Smith came along to explain that they have set up a new social enterprise company which will be based in the new building, at present under construction at the entrance to St Bennets opposite the Ridge Farm.  This building will have full community access and will be called the “Lodge”.  Lyn explained they will work with other Bedlington groups, community groups and business groups, to make that happen.  Some links were made with other groups and information required by Leading Links was also exchanged. 7.  Friends of Gallagher Park update <br />
<br />
o	A new committee is now in place and includes 3 young cyclists who also use the park.  It was decided to keep the meetings as an open format so that members of the public could come forward and approach them with their views or concern.  A working group has been set up so that they will be able to move forward in the right direction.  A questionnaire is to be sent around all schools in the area and the public to get feedback which will assist them with the way forward.  A comment from a BMX track user was “This is the start of something to look forward to in Bedlington”.<br />

8.  Bedlingtonshire Development Trust update <br />
<br />
o	The three people for the Portrait Bench which will be located in Gallagher Park close to the football pitches are; Dr Brown; Mary Weightman;  Sir Daniel Gooch, as well as the Bedlington Terrier being featured somewhere in the artwork.<br />
o	Funding has been obtained from Bernicia to help with our architectural services and planning permission but a lot more funding money has still to be found before we can progress further with the regeneration of the property acquired.  After initially rejecting our application, following a personal presentation to the Heritage Lottery Fund by Malcolm, they decided to change their minds and stated that they will now welcome our application but a lot more work is still to be done if we do take this route.  More funding applications will be submitted in the future.  Further meetings are to take place with NCC senior project officer with regards to the building the Development Trust is hoping to regenerate into community usage.<br />
o	We now have a NVQ qualified Mentor.<br />
o	Completed procurement and commissioning training modules through NESEP.<br />
o	We attended a VCS Alliance meeting and took part in the CVS Alliance meeting as well as attending an employability and training delivery seminar.<br />
o	After a productive meeting with a Newcastle IT company we hope to get several refurbished computer systems which come complete with operating system and ready to plug in and play.  This will help us address the digital deprivation figures in our area.  As we have been successful in getting a small grant we can now hold some ‘Silver Surfer’ training sessions which is for people unfamiliar with computers and the use of the internet, this will be very basic instructions and nothing to be frightened of!  Also available is an online course which shows how to get more out of your internet and email.  Anyone interested please give Malcolm details.  There were 6 people who gave their names straight away.  We hope this will result in us supplying (free) the refurbished computer to our members who wish to join the internet age!  <br />
o	Spoken to and offered assistance to, Bedlington Community Soccer Club, to help with funding application forms.<br />
o	The Development Trust now has up to date policies and procedures documents, all 15 of them!<br />
o	We have registered an interest in Earth Balance as we believe the current situation there is far removed from the original ethos of that site!  <br />
<br />
The ‘Mission Statement’ which is adopted in the constitution of the Development Trust is: <br />
<br />
‘’The Trust will seek to be at the centre of regeneration of the community providing and encouraging practical, deliverable and economically viable projects that make significant contributions to the improvement in the quality of life for Bedlingtonshire residents.   It shall promote, maintain, encourage and advance the prosperity and social welfare of its inhabitants of Bedlington town and surrounding areas.’’<br />

9.  Any Other Business<br />
<br />
o	The Chair thanked Malcolm for his time and very hard work which he has applied to gain funding money for the Forum.  Fingers crossed that we will ultimately be successful with the Hadrian Trust as we have made it through to the second round.<br />
<br />
o	Question:  What is happening with the Community Centre?<br />
           Answer:  It was explained that there was some legal issues regarding land to the rear of the                 .          premises but the centre had been transferred to the Town Council<br />
<br />
o	John Garbutt of Bedlington Terrier Football Club informed the meeting that players and managers were flying to America, in one week’s time, all expenses paid by Lord Bedlington who has invited them out there to play football with American teams.  The club are looking to the future and how they can progress for the benefit of the club but have no idea yet as to what plans there are as discussions will take place once they are out there.<br />
<br />
o	Question:  Tesco?  Larry Roberts reported that he had been in touch with the London HQ and was informed that the building plans are still on the books.<br />
<br />
o	Question:  Hartford Road?  Russell Hogg reported that the reinstatement of the road surfaces following Northumbrian Waters upgrade is of a very poor standard.  BKO is to investigate further. *Information received since the meeting…the road surface on Hartford Road is under review and appears to be only temporary. <br />

There are Will Writing Companies that are Cold Calling in your area, if you get a Cold call from them say NO THANK YOU AND HANG UP!!  As it will cost you dearly.<br />

These Companies cold call you and offer you an appointment with a Consultant talking about free advice on how to 'safe guard' your home from care fees. They then visit you in your home put 'trusts' 'Lasting Power of Attorneys' and a 'Will' in place for a large amount of money up front. The consumer only then ends up with just a basic Will (usually with many errors) for an amount in excess of £2,500 for some. <br />

These companies are being investigated by the local Authorities and it is with regret that we cannot publish names of these scam artists. But the links below highlight some of the issues to be aware of. <br />

Our aim is to get the warning across to the public to not deal with such companies and always go to a trusted Solicitor. Our point is that you wouldn’t pay for your car to be serviced before the work was done, the same applies to having a Will and Trust put into place. 1.	Welcome and Introductions<br />
<br />
1.1	The Chair welcomed everyone to the meeting and noted that it was well attended.  Everyone then introduced themselves to the meeting.<br />
<br />
1.2	The Chair asked if everyone present could supply their contact details on the signing-in sheet if they wanted to receive paperwork in the future.  A letter would also be sent to every member of the forum that is registered on WCVS database asking for permission to hand over details to Bedlington Forum as this was the last meeting they would administer due to NCC pulling funding for the partnerships/forums.<br />

	These were agreed as a true record.<br />

4.	Matters Arising<br />

4.1	2 - Val Tyler’s apologies were not recorded<br />
<br />
4.2	4.1 - The Chair gave a further update on the problem with coach access to St. Benet Biscop’s School.  This afternoon an e mail was received from Mark Cousak indicating the flow of traffic would be reversed.  This is not an ideal situation.  PC Nevens had suggested double yellow lines around the Ridge Farm entrance but to no avail - very disappointing response from Northumberland County Council.  The school seems to be a victim of its own success but we will continue to take this forward and do our level best to try to avoid something serious from happening.<br />
<br />
4.3	4.2 - An update was given on Elliot’s Garage.  The footings should have been in by March however the Planning Department now say it will start in April.  Fencing was installed a couple of weeks ago but was inadequate and dangerous and has now been replaced.<br />
<br />
4.4	7 second paragraph - George Carrick unable to pledge anything for Country and Western Club as he is not involved with it – it should be David Armstrong.  The Chair gave his apologies for the confusion.<br />
<br />
4.5	8.4 - George Webster and his wife have put a huge effort into the BMX track and the Connect 2route through Gallagher Park with excellent results. It was noted that on one night there were 78 people on the track.  PC Steve McIntosh has put a tremendous amount of work into it together with a lot of other people too numerous to mention.  <br />

5.	Police Update<br />
<br />
5.1	PC Nevens reported Bedlington had a 49% disposal rate which is the highest in the Northumbria Command Area and crime in the whole of Northumberland was down in the last 4 weeks.<br />
<br />
5.2	There has been a series of car crimes in the Stakeford area.  A young man was apprehended yesterday and he later admitted the damage and was charged.<br />
<br />
5.3	There has been a problem with hoax bomb threats to Tesco.  A youth was caught in the Meadowdale area making hoax calls and has been dealt with by the Youth Offending Team.<br />
<br />
5.4	Boy racers have been identified at the entrance to Gallagher Park and warnings have been given.<br />
<br />
5.5	For the past two years there has been a lot of youth disorder on a Friday night.  Operation Street Safe took place on the 11th March 2011 the purpose was to trawl the streets looking for susceptible young people who were then put into the care of Social Services.  A number of young people were taken to Social Services at Cramlington.  Parents were also called out as Social Services could not take any more youths.  It was quite a successful operation. The press and schools were made aware of the operation.  <br />
<br />
5.6	Three schools (year 8’s) have been involved in Crime Consequence Days in conjunction with the Police, Fire Brigade, Prison Service and Youth Offending Team – there has been excellent input.<br />
<br />
5.7	On the 12th March 2011 South East Northumberland Magistrates’ Courts (Bedlington Law Courts) held a mock trial competition (this is a national competition).  Unfortunately no schools from Bedlington competed.  It shows Courts are not just used for criminals. <br />
<br />
5.8	PC Nevens update was followed by a question and answer session.<br />

6.	Chair’s Update<br />
<br />
6.1	The Chair informed the meeting that he and Malcolm Robinson were on the steering group for the VCS Alliance where 35/40 groups had attended the last meeting.  The next meeting is to be held at Lynemouth on the 7th April 2011.  <br />
<br />
6.2	Margaret Oliver gave an update on the achievements of the partnership during 2010 – 2011.  The partnership was continuing to make headway on a large number of issues:  <br />
Supported members in the creation of a community led Development Trust.  Consultees for Northumbria Police with members sitting on the Neighbourhood   Panel.  <br />
Continuous representation on the Townscape Heritage Initiative (THI) steering group, with regular attendance by Richard Schofield.  <br />
Steering group representative on Sustrans connect 2 cycle routes.<br />
Comments given on Biomass Power Station which is to be built at Cambois.  <br />
The   Chair is now recognised as a Peoples Champion for environmental issues.  Support given to Friends of Gallagher Park when required.  Chair and Vice Chair now on Voluntary and Community Sector Alliance.  <br />
On-going consultation regarding pedestrian safety at entrance into St Benet Biscop High School, working along with Police, NCC Highways; St Benet Biscop school and NCC schools representatives.  <br />
Continued close links with Bedlingtonshire Chamber of Trade.  <br />
Community Engagement and empowerment including:-                         <br />
Transport Consultation Document; Parking Strategy in Northumberland; Economic Strategy; Bedlington Conservation Appraisal; Vibrant Towns Consultation; Library closure. <br />
Invited to comment on certain planning applications. <br />
Developed close working relationship with leading SE Area Committee members.  Our commitment is recognised by NCC officers who are now willing to interact with us, including the attendance at one of our meetings of, Cllr Andrew Tebbutt, portfolio holder for Corporate Services.  <br />

Update on Bedlington Community Development Trust <br />

Malcolm Robinson updated the meeting on the projects, funding applications and training the Development Trust has been involved in recently.  One of the projects mentioned is the regeneration of the old derelict building at the rear of the Post Office which can be dated back to 1860.  Negotiations with the owners and funding applications are current and if successful it is hoped to bring this building into community usage.  Malcolm was keen to stress all the possible projects the Development Trust are involved with are only a means to progress the core aims which the Forums laid down for the Trust to follow.     <br />

Colin Heathcote informed the meeting that he had received good news today.  He had received confirmation of change of planning consent for the premises at 90 Front Street East.  They need to clear the premises, have electricity connected, find a builder, complete the new website, apply for licences, insure the building – they have already acquired an architect to design the studio and office free of charge, do some fundraising, get volunteers, record interviews and go on air.  They hope to go live at the back end of this year both on line and FM broadcasting.<br />

7.	Open discussion on the way forward for our Community Group/Forum<br />
<br />
	The chair spoke of the cuts made by NCC which included funding to WCVS to act as host agent to the partnerships.  Lynda Fakir also loses her role with effect from the 31st March 2011.<br />
<br />
	A meeting of the Chairs and Vice Chairs was convened and hosted by WCVS to ascertain how the partnerships / forums wished to proceed.  <br />
<br />
	West Bedlington Community Partnership will be known as Bedlington Forum and WCVS will no longer be acting as host agents or providing secretariat facilities on our behalf.<br />
<br />
	The constitution was written to allow them to move forward therefore we can carry on but under a different name and will not be merging with East Bedlington.  Occasionally there will be joint meetings to keep in touch with what is happening.  <br />
<br />
	Due to the Data Protection Act WCVS will not provide a copy of their mailing list without written authorisation from each member to do so.  Therefore everyone present was asked to give permission to allow WCVS to provide the Chair with their details, this was granted. To keep costs down it would be beneficial to be provided with e mail addresses.<br />
<br />
	Currently there is £7.50 in the current bank account, which could be changed over, however it may cost more to close the account down. This will be looked into.  The books will be brought to the next meeting if anyone wishes to look at them.<br />
<br />
The meeting formally closed at 7.50 pm and re-opened as the AGM<br />
